Describe Your Role In The OrganizationI have served as the Executive Director for the Hamilton County Coalition since 2006. I provide program and staff oversight for the day to day management and operations encompassing 11 grants totaling more the $1.5 million dollars. I serve as the Authorized Organization Representative (AOR) for the HC Coalition's federal and state grants. I serve as the programmatic counter part to the Fiscal Administrator, David Jenkins. Mr. Jenkins is a State of TN certified Accountant and oversees the financial duties for the Hamilton County Coalition. (please see organization chart and resume attached)

Please Describe Your Project In DetailThe Hamilton County Coalition provides drug prevention education to youth and young adults. The HC Coalition also provides treatment/ recovery & support services to individuals and families “at risk” or recently released from incarceration. Our services are currently offered at our office location. The HC Coalition is requesting $240,000 to fund the “Save A Life Mobile Unit” Project, which will expand our mode of service delivery utilizing a passenger van that travels to underserved communities to provide COVID-19 awareness and prevention education and resources, as well as vaccines to eligible individuals. The Save A Life Mobile Unit staff will also provide access to detox and treatment, as well as deliver recovery and supportive services for individuals with substance use disorder exacerbated by the pandemic. All Staff/ Consultants will be temporary positions. The mobile unit will be staffed by a combination by a medical professional/ pharmacist, Community Care Coordinator, community health worker, outreach specialist or prevention specialist that will deliver on site services to include the following:
• COVID-19 prevention education & safety resources - delivered by medical/ pharmaceutical professional, community health and prevention specialist
• Personal Protective Equipment and supplies - delivered by the prevention and outreach specialist
• vaccines to individuals with substance use disorder- delivered by medical/ pharmaceutical professional
• Access to detox and treatment services - delivered by the Care Coordinator and outreach specialist
• Recovery and support services delivered on site- delivered by the Care Coordinator
• Overdose Awareness and Prevention Training delivered to individuals and families suffering from substance use disorder- delivered by the Regional Overdose Prevention Specialist (funded by the State of TN)
• Naloxone (medication that reverses an opioid overdose) provided on site to individuals who qualify (funded by the State of Tennessee)
According to the Center for Disease Control, People who use drugs and live in congregate (group) settings or who gather with others are at increased risk of exposure to the virus that causes COVID-19. People with underlying medical conditions, such as substance use disorder, chronic lung disease, chronic liver disease, or serious heart conditions, are more likely to get severely ill from COVID-19. We know that drug use can have serious effects on the body. For example:
• The use of opioids can cause slow breathing, and can even result in ineffective breathing, which can lead to decreased oxygen in the blood, brain damage, or death.
• The use of stimulants, such as cocaine, amphetamine, and methamphetamine, can cause acute health problems such as stroke, heart attacks, abnormal heart rhythm, and seizures, as well as more chronic conditions, such as heart or lung damage.
• The use of drugs by smoking or vaping (for example, heroin, crack cocaine, marijuana) can make chronic obstructive pulmonary disease (COPD), asthma, and other lung conditions worse.


• Other conditions that affect the immune response, such as HIV, are more common among people who use drugs, especially among those who inject drugs.
The pandemic also caused interruption and cancellations in many treatment and recovery services. The Save A Life Mobile Unit Project will provide individuals with substance use disorder access to detox and treatment services, as well as recovery and support services on site. According to the CDC, people with a substance use disorder are at increased risk of severe illness and death from COVID-19. This was evident in overdose related incidents in Chattanooga, Tennessee. Initial reports from the Chattanooga Police Department found that overdoses increased by approximately 45% 2020 to 2021 (Chattanooga Police Department). Overdose deaths in Chattanooga also increased from 35 (2020) to 49 (2021).
Utilizing the “Save A Life Mobile Unit” will decrease the overdose ad overdose death in Chattanooga.
During outreach events and individual visits, participants will also be able to :
• Get the COVID-19 vaccine
• PPE supplies (Get masks and COVID-19 test kits, hand sanitizer, etc.
• Resources on COVID-19 safety

What milestones would you use to measure your project’s progress?1-3 months: Recruit and Hire Consultants: Care Coordinator and Outreach Specialist, purchase passenger van, and order supplies. Work with community partners to identify neighborhoods where overdoses are elevated, vaccination rates are low and COVID-19 cases are elevated.

3-6 months: Attend community outreach events, Host focus group meetings with neighborhood and faith based groups, Provide education and awareness utilizing the Save A Life Mobile Unit, survey community members after each activity or event.

6-9 months: Continue to provide services

9-12 months: Evaluate services and supports, determine number of individuals placed in treatment, number who received vaccinations, number who received resources and materials
How would you ensure accountability and transparency throughout the project lifecycle?The Hamilton County Coalition has received state and federal funding since 2006. The HC Coalition is monitored by both state and federal grantors. If awarded, the HC Coalition will provide reports about our activities and governance to the City of Chattanooga. Our fiscal and program duties are separate and processes have are in place to ensure that reporting is accurate, complete and made available in a timely way. We will ensure financial transparency providing timely, meaningful and reliable disclosures about our Agency's financial performance. According to the 2022 external audit of the Hamilton County Coalition had no findings.

The HC Coalition currently has 45 stakeholders who represent diverse neighborhoods and are already support this project.

Is there anything else you would like us to know about your project?For more than a sixteen years, the Hamilton County Coalition (HCC) has operated as community-based “Change Agent,” dedicated to reducing substance misuse and abuse in 10 counties across Southeast Tennessee. Our mission is to facilitate safe & healthy, drug-free communities through comprehensive strategies and community-based collaborations. The HCC’s ability to affect change relies heavily on a comprehensive, multi-disciplinary approach that involves youth, young adults, care givers, first responders, faith-based clergy and parishioners, education professionals, non-profit administrators, for profit business owners, medical professionals and mental health/substance abuse treatment providers and government officials. Through these partnerships, the HCC implements evidence-based prevention and intervention strategies to:
• Increase awareness of the dangers of substance misuse/abuse through our youth coalition, Youth Empowerment Society (YES).

• Reduce stigma associated with substance use disorder through our Prevention Program Professionals and Regional Overdose Prevention Specialists.

• Increase awareness of treatment and recovery resources through our Outreach Professionals, especially in communities identified as “high risk” through a collection of overdose data and “hot spot” identification.

• Provide rapid access to evidence based Detox and Treatment programs through our Nu-Start & Reentry Program Specialists.

• Provide harm reduction strategies to reduce incidents of accidental overdose by distributing the lifesaving medication (Naloxone) to those who qualify. Also dispenses medication lock boxes, Deterra Medication Disposal Pouches.

• Provide Overdose Awareness and Prevention Training to individuals, neighborhood associations leaders, educators, first responders, medical professionals, mental health providers, etc. in the Southeast Region.

• Provide support to individuals and family members who are suffering from substance use disorder through our Peer to Peer Lifeline Professionals.
