Please Describe Your Project In DetailI have been a female, minority business owner in Chattanooga for over 25 years. During this time I have seen and experienced a need in our community for continued education in certain areas of business.
During the pandemic there has been a record high of 37% of small businesses closing and 41% in black and brown communities. We have also had a record high of small businesses opening.
The Coronavirus State and Local Fiscal Recovery Funds Program would help us close offer tools to help a number of small businesses continue to thrive. We would offer free monthly class sessions to professionals in the beauty industry including but not limited to hair stylists, barbers, nail technicians, estheticians, lash techs, brows techs, massage therapists, etc to assist them in adding value to their individual businesses by having well rounded business practices. These sessions would be offered to those in Chattanooga, Cleveland, and the surrounding area.

This profession suffered a great economic impact during the pandemic mainly due to lack of knowledge of the resources available and knowledge of how to maintain during a crisis. Much of their revenue was spent on proper PPE and other sanitation items needed to keep them and their clients safe and healthy during the pandemic.
These classes will show them how to pivot by offering expanded services, proper training on how to maintain the health, safety and wellbeing of each client, financial literacy (having proper business plans, manage/budget money), how to keep licenses filed with proper entities, file taxes properly, have the proper insurance for their business and family, how to use social media platforms to their benefit, and what products to use to produce the greatest profit. These class sessions will also help each business owner obtain the confidence and knowledge of how to qualify for adequate resources and funding to help sustain and grow their business.
Please explain how your project meets the requirements of the American Rescue PlanThis project meets the requirements of the America Rescue Plan because it will reach an industry that has been greatly impacted by the Covid 19 pandemic and often forgotten about. Our hope is to help those in the beauty industry and beyond to acquire business practices that will allow them to recoup some of the revenue lost during the last 3 years and get on their feet to support their families and become a productive support to our community.
We would also act as a hub for each participant to receive up to date CDC guidelines pertaining to the industry and also complementary personal protective equipment to aid them in working in a safe environment.
Where would your project take place?W Salon Studios and Learning Insitute
How much will your project cost in total?1274400
Do you have any matching funding sources from other local governments, private entities, non-profits, or philanthropic entities for your project? No
Please describe the source and list amounts of any other funding.
What portion of the project are you asking the city to fund?
If funded, when would your project start?July 1, 2022
How long would your project take to complete?2-3 or as long as needed
What milestones would you use to measure your project’s progress? At the end of each session, each participant will receive a certificate of completion that can be used as proof for continuing education credit.
We would report to proper entities on a quarterly basis of the progress of our program.
How would you ensure accountability and transparency throughout the project lifecycle? We will ensure accountability and transparency by keeping proper bookkeeping and files. We also have a board that ensures all funds are allocated with integrity.
If successful, how would your project benefit the community? This project will benefit the community because we will produce confident and productive professionals that will be able to contribute to their households, the community, and the economic growth of the City of Chattanooga.

Also this project will produce employment opportunities for members of our community.
How will you attract community buy-in for your project? We will attract community buy-in for this project because classes will be offered for FREE!! These classes normally cost hundreds even thousands of dollars. Because of the pandemic many beauty professionals are having to use their resources purchasing PPE and other items to ensure the health and safety of their clients as well as themselves. The pandemic has caused much needed continuing education to go to the bottom of the priority list.

Is there anything else you would like us to know about your project? With our project we will acquire a building that will have several classrooms and literature for those to come in and study, file paperwork, and get counsel on business issues.

We will also have licensed teachers on staff to tutor and help our recipient’s children with school work and test scores. Our students have been impacted by the pandemic also.
