Please Describe Your Project In Detail | CADAS (Council for Alcohol and Drug Abuse Services) has been providing Substance Use Disorder treatment services to individuals and community members in the Chattanooga area since 1965. Throughout the years, CADAS has seen many changes in the Chattanooga community, particularly those affected by Substance Use Disorder and homelessness. Sharp increases in rent rates for housing, coupled with an increase in the use of synthetic opioids and the current COVID-19 pandemic has equated to a dramatic need for affordable housing with access to supportive services. CADAS has been operating Samaritan House since 1996 when the property was sold to CADAS for $1 by Chattanooga Neighborhood Enterprises. The house was originally constructed in the 1940’s and is presently valued at $185,750. The property was rehabbed at the time it was obtained and is now in need of extensive renovation. The transitional living house serves approximately 25 persons annually and receives $100,000 in operating funds through the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS). Currently the house has 9 bedrooms that are shared with up to three people to a bedroom. The renovation will reconfigure to create 11 individual SRO units allowing each resident to have a private bedroom with shared kitchen and bathrooms, and allowing for a safer recovery environment. The property where Samaritan House is located has a large lot that will accommodate up to 8 new 1-bdrm units at the back of the existing Samaritan House for new development. The property is owned by CADAS and is located at 2104 E. 12th Avenue, Chattanooga, Tennessee, 37404, in Hamilton County. As part of this expansion CADAS will include developing 8 new Permanent Supportive Housing on the same property as Samaritan House. These 8, one bedroom units will expand the capacity to provide permanent, safe, and stable housing options for persons in recovery- primarily opioid recovery. TDMHSAS Creating Homes Initiative, CHI 2, has already awarded $100,000 to fund pre-development costs and will also be providing reoccurring funds ($73,000 annually) for one new full-time Certified Peer Specialist to provide support services to the residents. CADAS will use the CHI 2 funds for pre-development and architectural work that is necessary upfront as CADAS applies for remaining development funds to complete the project. CADAS will apply for Project Based Vouchers for all 8 PH units to make the rent affordable to persons with no-income, or very-low income. CADAS has a good working relationship with Chattanooga Housing Authority using their voucher process in other residential properties, operated by CADAS. The project will use a Housing First approach and each tenant will have their own 12-month lease that will renew annually. Services for the 8, one bedroom units will be separate and distinct from the current Samaritan House residents. The new units will have kitchens and bathrooms, with private entries. The residents will have more autonomy and the ability to reside permanently if they so desire. CADAS has one estimate for the work as presented in this proposal. Once awards are made, a public announcement for competitive bid requests will occur as soon as possible. |
Please explain how your project meets the requirements of the American Rescue Plan | The American Rescue Plan has outlined mental health and substance abuse services as a critical need for communities most impacted by COVID-19. Chattanooga, much like other cities in the United States, has a severe lack of affordable housing, revealed by the ongoing adverse effects of the pandemic. Stark racial inequities and emotional dysregulation experienced by the community, have only fueled the housing crisis throughout this ongoing pandemic. Through the use of this funding, CADAS will keep Samaritan Housing operational and help to construct 8 new units of affordable, permanent, safe, and stable housing for persons in recovery, primarily opioid recovery. The 8 unit PH program will use a housing first approach and offer equitable access to mental health and substance abuse services. CADAS will comprehensively address all underlying complications exacerbating the trauma of the current pandemic affecting community members, while offering affordable housing in a supportive environment. CADAS has program funding, support from the community and the State of Tennessee as well as other resources to fund ongoing services and the preservation of these housing units. |

Please describe the source and list amounts of any other funding. | Matching funds will be applied through the currently awarded CHI 2 funds, and cost of support services through the life of the compliance period, and other funding that is awarded as it is the intention of CADAS to apply for funding though the Tennessee State Department of Economic and Community Development Block Grant Recovery Housing Program (CDBG-RHP), Tennessee Department of Housing and Development funding, and if needed, Federal Home Loan Bank Affordable Housing Program. |

How long would your project take to complete? | This project will take approximately 12-18 months to complete once all grant funding is secured. This time includes the inspection period for all components of the construction process for the new units and the renovation and expansion of the existing units. CADAS is already actively working on securing all necessary permits from the City of Chattanooga. Pre-development activities should begin within the next 30 days. |
What milestones would you use to measure your project’s progress? | This project will be divided into several timeframes as these units are being added to the already constructed Samaritan House. This is an approximate timeframe and will take place once the proper permits are secured. This timeframe is subject to change in consideration of weather, supply chain issues, contractor scheduling and availability, etc. Additionally, Samaritan House was originally constructed in the 1940’s. During the renovation and construction phases of this project, items that require remediation may be uncovered, which will require additional time to address and correct to ensure that all components of the structure are brought up to code. CADAS will appoint a project manager to oversee the progress of the project and to minimize any preventable delays in order to maintain funding compliance schedule. How would you ensure accountability and transparency throughout the project lifecycle? | CADAS was recognized by the IRS as a tax-exempt organization (501c3) in June 1965. CADAS is accredited by the Joint Commission, offering the highest standards in this industry. All funding sources or grants used to complete this substantial rehab of Samaritan House and developing 8 new PH units will require monitoring and annual audits. The agency has several accrediting bodies with which adherence to compliance standards is required. CADAS will comply with all City of Chattanooga reporting requirements. |
If successful, how would your project benefit the community? | Samaritan House has always been good neighbors and has been well received by the neighborhood. The Highland Park neighborhood is very walk-able, bike friendly, and a 5 minute walk to the bus stop provides easy access to all the local amenities. The new additional units will offer 8 residents the opportunity to experience a safe, stable, affordable housing community, leading to help healing from past trauma and continued coping from the effects of the ongoing pandemic can occur. A Peer Specialist will work individually with the residents to provide support to them in their recovery and setting goals. Residents will be encouraged to attend outside AA/NA meetings when possible, and to maintain relationships with others in recovery. |
How will you attract community buy-in for your project? | CADAS has experience working and partnering with many different community entities for various housing programs around the City of Chattanooga. Hamilton County Homeless Healthcare Clinic provides medical services to all of the residents. CADAS also partners with the Chattanooga Area Food Bank, the Chattanooga Housing Authority, HART Art Gallery, Joe Johnson, Habitat for Humanity, Northside Neighborhood Association, and Creating Homes Initiative. |

Is there anything else you would like us to know about your project? | This project will bring more affordable housing opportunities to the residents of Chattanooga during the current housing crisis facing the community. CADAS has many years of housing experience and can offer residents a vast array of services to heal from the trauma of the ongoing pandemic. Individuals engaged with the services that CADAS can provide will also become a part of a support system to improve social and health outcomes. CADAS offers intensive outpatient, residential, medical detox and medication assisted treatment for Substance Use Disorders. These current operating programs will complement the proposed transitional housing units by engaging individuals to understand and address the foundational challenges that may have been a contributing factor to housing instability. |
