Please Describe Your Project In DetailFamily Promise of Greater Chattanooga is part of a national movement to serve needy families. Our mission is to help homeless and low-income families achieve sustainable independence through a community-based approach. We keep near-homeless individuals and families from losing their homes. In addition to helping families that do not currently have a home, we are helping families stay in their homes who would, without our help, be evicted. Our project is three-tiered; it is The Helping Families attain Self-Sufficiency which focuses on identifying the barriers of deprivation leading to homelessness, providing resources to eliminate the barriers, providing case management to ensure success and ending homelessness one family at a time. The second tier helps with Family Promise of Greater Chattanooga. Ever since the pandemic, our congregational donations have decreased due to not hosting services to collect donations for our programs. In addition, we missed our opportunity to host a large-scale fundraising event due to the Covid-19 Delta Variant and the apprehension of donors wanting to participate. In years past, our event would collect nearly $120,000 to help cover general operating fees. This has caused a significant economic impact on our organization, yet we have managed to assist nearly 550 families. The last tier is our shelter. We no longer have the support of churches hosting our homeless families in their congregations, again due to Covid. We have secured two homes from our former board member who will lease the homes to us so that we can consistently house families during their transition to stable housing. This funding will support four major functions of Family Promise of Greater Chatanooga which are Homeless Prevention and Stabilization, General Operating Expenses and Shelter.
Please explain how your project meets the requirements of the American Rescue PlanOur project meets the requirements of the American resue Plan for two specific reasons: (1) The funding responds to the negative economic impacts of a non-profit organization (2) The funding responds to the negative impact of low-income households in the community.
Where would your project take place?Family Promise of Greater Chattanooga
How much will your project cost in total?499998
Do you have any matching funding sources from other local governments, private entities, non-profits, or philanthropic entities for your project? No
Please describe the source and list amounts of any other funding.
What portion of the project are you asking the city to fund?
If funded, when would your project start?January 3, 2022
How long would your project take to complete? This project can be completed within 6-12 months
What milestones would you use to measure your project’s progress?Family Promise has an 80% success rate of families remaining self-sufficient after completing our programs. We are striving for excellence. We want to increase our numbers to 95% success rate. The milestones we would use to measure success are:

Families served
Case management
Client completion of project/program
Clients maintaining housing
Clients maintain employment
Clients completing Financial Literacy Classes
Clients completing housing stability/maintenance classes
How would you ensure accountability and transparency throughout the project lifecycle? To ensure accountability and transparency throughout the project lifecycle traditionally is to publicize our work on various mediums of communication--tv, newspaper, radio, text message, website, interviews, social media, newsletters, and more. Our goal is to recognize the stakeholders that believe in our mission to end homelessness. If there are other ways in which we can inform, we will utilize them.
If successful, how would your project benefit the community? The long-term benefits of the clients being served with American Rescue Plan funds are support services and case management. Homeless clients will transition into permanent housing. All at-risk and near homeless families will receive case management and access to resources with community partners to prevent "slipping back into homelessness." Family Promise programs will be sustained through board participation, events, foundations, individual and congregational donations.
How will you attract community buy-in for your project?Family Promise of Greater Chattanooga has assisted families for the last 23 years. We have 100% buy-in from the community to date. The issue has been the impact of the pandemic and the changes that had to be made because of it. We have had to make major operational changes to our model but it is still family-centered. Family Promise is the leading organization working with the homeless and near-homeless population that focuses on prevention. There are many organizations that help with services, but none that tackle the repeated behaviors of poverty-stricken individuals.
Is there anything else you would like us to know about your project?Family Promise of Greater Chattanooga is a part of a national movement to end homelessness. Our project can make a change in our city. We make incremental changes every day in the lives of the families that we serve. last year we served 850 families. To date, we have served over half of that number and the needs are still great. This funding will help us assist so many families on their road to self-sufficiency because none of our programs are temporary. We are determined to shift lives on a permanent term. This happens through prevention and the ability to serve families and run our day-to-day operations despite the decrease in events and donors.
