Please Describe Your Project In Detail | If approved, this project will reduce the harms caused by COVID-19 exposure by distributing Family Safety Kits (FSK), which includes personal protective supplies and community resources to economically disadvantaged individuals and families in Chattanooga, Tennessee. The pandemic has caused hardships for all citizens of Chattanooga, however it has caused additional burdens for individuals living in poverty. According to the United States Census Bureau (April 2020) , approximated 181,099 individuals live in Chattanooga Tennessee. Of those, approximately 31,000 (18% )of citizens in Chattanooga live in poverty and 21,000 (12% )of citizens under 65 don't have health insurance coverage. Without protective supplies, too many vulnerable citizens are likely to be exposed to COVID 19, which increases their chances of getting sick and dying from contracting the virus. In addition, uninsured residents lack adequate resources to address mental health services and medical care. This project will reduce exposure to COVID-19 and increase individuals knowledge of community resources to improve mental and physical health among people living in poverty. COVID-19 testing kits are currently being distributed at the local health department but may not be reaching those who are most vulnerable. During the last distribution, COVID-19 testing kits were depleted within 45 minutes. Many families living in poverty were not able to gain access to testing kits because they rely on public transportation. This project will remove barriers related to transportation and lack of access because they kits will be delivered to the individual requesting them. Purchasing personal protective supplies can be expensive. This project will increase access by distributing Family Safety Kits to vulnerable individuals and families at no cost to them. The project will deliver Family Safety kits to an individual's home address and at community outreach events. Outreach events will take place at homeless camps, homeless shelters, as well as partnering with faith based entities, non profits and local businesses. Individuals seeking Family Safety Kits can order by calling, texting or ordering online. Once ordered, the individual will receive notification from the program and the Family Safety Kits will be delivered 48- 72 hours of the request. Individual will be notified when delivered. |
Please explain how your project meets the requirements of the American Rescue Plan | This project meets the requirements of the American Rescue Plan by supporting public health expenditures by mitigating COVID-19 exposure and increasing access to supportive services by distributing Family Safety Kits (FSK), which include the following: Personal Protective Equipment & Supplies: masks, hand sanitizer, COVID-19 test kits Community Service Resources: information on accessing vaccination site, COVID-19 educational materials, also resources to increase access to physical health & mental health services, suicide prevention and substance use disorder treatment. |

What milestones would you use to measure your project’s progress? | The overall goal of the project is to provide Family Safety Kits to 3,000 individuals and families, who live at or below the poverty level. In the first month: Storage facility secured Supplies will be ordered and Family Safety Kits will be assembled. Media campaigns will also be developed and distributed to residents and community stakeholders through various means (radio, social media and news). Individual and community satisfaction surveys developed (measure increase in awareness about COVID-19, vaccines and community services) Partnerships for Community Outreach (faith-based, non-profit, businesses) established 8 Consultants recruited and hired ( to prepare kits and distribute kits) In the 3 months: Distribute Family Safety Kits to economically disadvantaged individuals Participate in Community Outreach events in economically disadvantaged communities (to include homeless camps and shelters) Continue to build Partnerships with non-profits, faith based entities and local businesses for Community Outreach Events (2-4 events per month) Collect survey results 6 Months: Implement media campaigns Distribute Family Safety Kits to economically disadvantaged individuals. How would you ensure accountability and transparency throughout the project lifecycle? | An Accountant will be hired to provide Account Reconciliation though Quickbooks Profit and Loss statements will be generated through Quickbooks Receipts for all purchases will be maintained (supplies, storage, printing, etc) Travel logs will be kept Records for services rendered will be logged and maintained Time logs for consultants will be maintained MOU's for contractors will be maintained |
If successful, how would your project benefit the community? | The project will reduce barriers to accessing personal protective equipment and supplies by distributing Family Safety Kits to our most vulnerable citizens and distressed communities. This project will increase awareness and protection from the dangers associated with COVID-19. In addition, individuals will increase knowledge of vaccination sites, and community resources for physical and mental health, suicide prevention and substance use treatment services. |
How will you attract community buy-in for your project? | Partnerships with city government, neighborhood association leaders, community stakeholders faith-based entities, nonprofits and local businesses. We will also utilize social media platforms to increase awareness and buy in for the project. |
