Please Describe Your Project In Detail | Greater Emmanuel Apostolic Church is an African American Church located in the center of a predominately African American Community with the crime and poverty level above 90%. Our community has one of the highest level of COVID cases in the State of Tennessee stream services as a service announcement Our Program will provide weekly screenings and vaccinations or COVID via drive through. Information and updates pertaining to COVID will be distributed via our live streaming church service weekly and a facebook page designated for COVID information and updates. We have trained counselors and ministers on staff to provide counseling for suicide prevention, depression and bereavement of family members. We currently have a youth and young adult ministry addressing issues affecting crime and violence in the community we serve. Our Pastor, Paul Warfield is a law enforcement officer and is highly trained to deal with crime prevention. Currently, we have partnerships with the local sheriff department to help curtail gang violence and violent crimes in our community. Our education department and resource department have a plan to address unemployment by partnering with employers and staffing services in the City. For individual needing housing/rental cost and utility assistance, we provide the guidance for resources available through our affiliated partners (ie City of Chattanooga Chattanooga Housing Authority, Emergency funding via EPB, Chattanooga Gas Company and Hamilton County), Homeless Coalitions, United Way, Homeless Shelter, Food Bank, Community Kitchen |
Please explain how your project meets the requirements of the American Rescue Plan | Our Program meets the requirements by: 1. addressing the spread of COVID in the most vulnerable communities through screenings, vaccinations, and education 2. We have qualified medical and health care workers to provide the services. 3. We have qualified law enforcement agencies available to assist with our crime prevention programs (Community Counseling Meeting and Activity Weekly) to curtail violent crimes. We are currently working with our representatives for our district to increase community policing and more visibility. We have trained mental and spiritual counselors ministers and those with Human Resource experience to help individuals find employment through our work readiness program. Tying our resources and collaborating with other agencies such as the Chattanooga Housing Authority, the Chattanooga Police Department, the City Health Director-Dr. Lambert, the Hamilton County Law Enforcement, The Juvenile Justice Center, Urban League, the Neighborhood Associations, Joe Johnson Mental Health, and Local Staffing Agencies to combat high unemployment rate in our community we can effectively combat the Systemic and Social problems caused . Also, helping individuals find the resources they need by serving a hub for information we will create a better system and an easier way for those affected by the COVID Pandemic to navigate through the system and get the help they need. The Church is considered a safe haven in our system and a place where people feel comfortable to go and get help they need. Net result: Lower COVID cases, crime prevention, housing crisis reduction, mental help, reduction in violent crime |

What milestones would you use to measure your project’s progress? | Progress Report Measured By: 1.Number of residents screened for Covid 2 . Number of residents vaccinated 3. Number of residents receiving housing assistance 4. reduction in violent crimes 5. Number of residents receiving counseling for depression and or mental care 6.The number of residents gaining employment and reduction in the unemployment rate 6. The reduction in COVID cases in the community. 7. Increase in Community policing and officers participation in community functions centered around public safety. 8. Reduction in homelessness and loss of housing due to COVID related loss of income. |
How would you ensure accountability and transparency throughout the project lifecycle? | Monthly Reports and Accountability of Activities via pictures, video and letters of collaborations and a brief surveys from each person receiving services |
If successful, how would your project benefit the community? | Our Community would be healthier, less likely to die from COVID Related illnesses, Violent Crimes would be drastically reduced. Mental health issues will be addressed as well as a reduction in unemployment rates and housing assistance to reduce COVID related homelessness. |
How will you attract community buy-in for your project? | We will begin by meeting with the homeowner associations and the neighborhood associations in the community we serve and get their buy in. We will also meet with neighborhood businesses and other entities involved with collaboration (ie. City and County and State Representatives) |
