Please Describe Your Project In DetailWe are seeking to purchase a Plum Explorer mobile hot spot. The Plum Explorer is to provide broadband and voice communications to incident command at scenes such as searches for missing people, haz-mat incidents, manhunts for fugitives and many other public safety uses. We would primarily use this tool for missing person searches to allow our command and planning staff to track field resources in real time and make better planning decisions using internet connected tools. This tool is unique in that it has mobile broadband priority on AT&T FirstNet and Verizon networks and combines the bandwidth available from each network to create a highspeed connection. We are a member of the Tri-State Mutual Aid Association and would allow any requesting public safety or public health agency in the area to use the Plum Explorer upon request. This device will be a great asset to area agencies when high speed connectivity is needed in the field. We currently have a strong relationship with Chattanooga Fire Department assisting with Search and Rescue in the city. We also work closely with Tennessee State Parks and the National Park Service assisting their Search and Rescue efforts around Chattanooga. We believe that our organization is a vital part of the adventure tourism that has been increasing in Chattanooga and the Plum Explorer will help us respond with greater efficiency and effectiveness to the citizens and visitors of Chattanooga.
Please explain how your project meets the requirements of the American Rescue PlanSections 602(c)(1)(C) and 603(c)(1)(C) of the Act provide recipients with broad latitude to use the Fiscal Recovery Funds for the provision of government services. The interim final rule lists the provision of public safety services as qualifying for disbursement of Fiscal Recovery Funds.

How long would your project take to complete?Our project would be ongoing and would last the useful life of the tool.
What milestones would you use to measure your project’s progress?We hope for this tool to be used by other agencies within the mutual aid structure that we operate within. We will announce the availability to all agencies through Tri-State Mutual Aid Association, local and state emergency management as well as direct communications with other partner agencies. Our dispatch records will serve as a tool to measure the use of the Plum Explorer by our agency as well as mutual aid requests for the tool.
How would you ensure accountability and transparency throughout the project lifecycle?We plan to spend these funds only for the purpose of purchasing the Plum Explorer and will make it available to any public safety or public health agency requesting it. These requests are routinely routed through Hamilton County Emergency Communications. Records relating to these requests are public record.
If successful, how would your project benefit the community?The purchase of the Plum Explorer would benefit public safety at planned events such as Riverbend Festival and Moon River by providing high speed prioritized broadband communications for local agencies at the events. The Plum Explorer would also be an excellent resource at natural and manmade disasters the mobile broadband priority guaranteed by the AT&T FirstNet and Verizon networks would allow for first responders to communicate and access the internet in times of extreme need. During planned events and disasters the cell networks become congested hampering first responder communication this tool will circumvent network congestion by utilizing mobile broadband and voice priority provided by the networks to devices of this type.
How will you attract community buy-in for your project?This tool will be available to all requesting public safety and public health agencies in the area. Community buy-in could be attracted through the use of a media event when the tool is purchased as well as updates on its use at major events and disasters.
